DECISION FOR SETTING UP DELEGATIONS, PARLIAMENTARY GROUPS AND OTHER FORMS OF ESTABLISHING INTERNATIONAL COOPERATION OF THE ASSEMBLY OF THE REPUBLIC OF MACEDONIA

Article 1

With this Decision the Assembly regulates the setting up, the composition and the work of permanent delegations of the Assembly of the Republic of Macedonia to the international parliamentary assemblies, temporary delegations, parliamentary groups for cooperation with other parliaments and other forms of establishing international cooperation of the Assembly of the Republic of Macedonia (further in the text referred to as the Assembly).

I. Permanent Delegations to the International Parliamentary Assemblies

Article 2

The Assembly establishes the following delegations to the international parliamentary assemblies (further in the text referred to as Delegations):
- Delegation to the Parliamentary Assembly of the Council of Europe (PA CE);
- Delegation to the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (PA OSCE)
- Delegation to the Inter Parliamentary Union (IPU)
- Delegation to the Parliamentary Dimension of the Central European Initiative (PA CEI), and
- Delegation to the Parliamentary Assembly of the North Atlantic Treaty Organization (PS NATO)
The Delegations are established in order to participate in the work of the international parliamentary assemblies.

Article 3

The Delegation to the Parliamentary Assembly of the Council of Europe is consisted of Chairperson of the Delegation, two members and three substitute members.
The credentials for the members and the substitute members of the Delegation to the Delegation to the Parliamentary Assembly of the Council of Europe are delegated by the President of the Assembly of the Republic of Macedonia, at least no later than 7 days before the opening of the regular annual session of the Parliamentary Assembly of the Council of Europe.
The mandate incorporated in the credentials from paragraph 2 of this Article cannot be revoked, except in the cases stated in the acts of the Parliamentary Assembly of the Council of Europe.

Article 4

The Delegation to the Parliamentary Assembly of the Organization for Security and Cooperation in Europe is consisted of Chairperson of the Delegation and two members.

Article 5

The Delegation to the Inter Parliamentary Union is consisted of the President of the Assembly, who is Chairperson of the Delegation, and four members.
The Delegations is consisted of members of parliament from different gender.

Article 6

The Delegation to the Parliamentary Dimension of the Central European Initiative is consisted of Chairperson of the Delegation and two members.

Article 7

The Delegation to the Parliamentary Assembly of the North Atlantic Treaty Organization is consisted of Chairperson of the Delegation and two members.

Article 8

The delegations determine the membership, i.e. the participation of the members in the governing bodies, committees, working bodies and other forms of activity of the international parliamentary assemblies.

Article 9

The delegations for which, in accordance with this Decision, substitute members are not delegated, in the absence of a member of the delegation assign a substitute for the particular activity.
The substitute member form paragraph 1 of this Article is assigned by the parliamentary group of the member whom he/she will substitute, for which the coordinator of the parliamentary group informs the chairperson of the delegation in due time.
In cases when the chairperson of the delegation is prevented form attending, he/she appoints a member of the delegation who will perform the official duties of the chairperson of the delegation for the particular activity.

Article 10

Right to participate in the activities of the international parliamentary assemblies after the mandate of the Assembly has expired, until the election of a new delegation, have the delegations of the international parliamentary assemblies whose acts specify this.

Article 11

The delegations work in accordance with the acts of the Assembly of the Republic of Macedonia and in accordance with the acts of the international parliamentary assembly whose members they are.

Article 12

With regard to the issues that are discussed in the international parliamentary assemblies and the other activities in which the delegations take part, the delegations cooperate with the relevant bodies of the state administration, as well as with the relevant bodies of the state administration, professional and scientific organizations, citizens' associations and other organizations and institutions.
With regard to the acts and activities of the international parliamentary assemblies whose members they are, the delegations can initiate raising of certain issues at the meetings of the working bodies of the Assembly and at the sessions of the Assembly, and concerning these issues they can launch initiatives for adoption of laws, declarations, resolutions, recommendations, decisions and other acts.
The Delegations inform the Assembly and the relevant bodies of the state administration about the acts adopted at the meetings of the international parliamentary assemblies, and when necessary, suggest taking appropriate actions for their implementation.

Article 13

The Delegations inform the President and the Vice-Presidents of the Assembly of the Republic of Macedonia, as well as the coordinators of the parliamentary groups, about the general agenda of their activities for the following year, no later than 1 December of the current year.

II. Temporary Delegations

Article 14

In order to establish cooperation with international parliamentary assemblies in which the Republic of Macedonia is not a member, or to participate in other activities in the filed of international cooperation, the Assembly establishes temporary delegations.

Article 15

The composition of the temporary delegations is determined by the President of the Assembly, together with the Vice-Presidents and the coordinators of the parliamentary groups.

Article 16

Articles 11 and 12 of this Decision apply also to the work of the temporary delegations.

III. Parliamentary Groups for Cooperation with Other Parliaments

Article 17

In order to develop the bilateral interparliamentary cooperation, the Assembly establishes parliamentary groups for cooperation with the parliaments of other countries (further in the text referred to as the Parliamentary Groups.
The basis for the setting up of the parliamentary groups is the expressed mutual interest to establish and develop the cooperation between the parliaments.
The parliamentary groups can be established in order to cooperate with the parliaments of one or more countries.

Article 18

The parliamentary groups have chairperson and eight members at the maximum.

Article 19

The parliamentary groups work through organization of meetings with the parliamentary groups, i.e. the delegations from the respective parliaments, exchange of opinions, joint cooperation in the activities of the international parliamentary assemblies and other forms of actions.
The parliamentary groups monitor and encourage the development of the overall relations between the Republic of Macedonia and the respective country, and have meetings with the representatives of the respective countries to the Republic of Macedonia.

Article 20

The parliamentary groups, when necessary, cooperate with the permanent delegations of the Assembly in the international parliamentary assemblies, the relevant working bodies of the Assembly, as well as with the relevant bodies of the state administration, professional and scientific organizations, citizens' associations and other organizations and institutions.

IV. Other Forms of International Cooperation

Article 21

In order to participate at the Parliamentary Assembly of the French-speaking world, the members of parliament that speak French and state that they want to be members of the Section, establish the Section on the Assembly of the Republic of Macedonia to the Parliamentary Assembly of the French-speaking world (further in the text referred to as the Section).
The Section adopts rules that regulate the work of the Section, the work of its bodies and of the delegation to the Parliamentary Assembly of the French-speaking world.

Article 22

The President of the Assembly convenes the constitutive session of the Section.

Article 23

The work of the delegation of the Section to the Parliamentary Assembly of the French-speaking world is regulated by Articles 11, 12 and 13 of this Decision.

V. Joint Provisions

Article 24

The composition of the permanent delegations to the international parliamentary assemblies and that of the parliamentary groups for cooperation with other parliaments guarantees adequate representation of the members of parliament from the parliamentary groups and the independent members of parliament, as well as adequate representation of the members of parliament belonging to different gender.
The permanent delegations to the international parliamentary assemblies are consisted of members of parliament who know one of the official languages of the respective parliamentary assembly.

Article 25

When determining the composition of the temporary delegations, care is taken about the character of the organization, i.e. the activity in which the delegation participates, as well as, as much as possible, about the adequate representation of the members of parliament form the parliamentary groups and the independent members of parliament, as well as adequate representation of the members of parliament belonging to different gender.

Article 26

In ordered to realize their activities, the delegations, the parliamentary groups and the other forms of international cooperation can request information and other material from the relevant organs of the state.

Article 27

The delegations, the parliamentary groups and the other forms of international cooperation inform the Assembly about their activities and submit reports to the President of the Assembly.

Article 28

The delegations, the parliamentary groups and the other forms of international cooperation inform the media about their activities.

Article 29

The delegations, the parliamentary groups and the other forms of international cooperation meet when there is a need for that.

Article 30

The professional work for the delegations, the parliamentary groups and the other forms of international cooperation is done by the secretaries of the delegations, who are members of the Staff of the Assembly, and when there is a need for that, secretariats are established.
With regard to the activities of the delegations, the parliamentary groups and the other forms of international cooperation, the secretaries, i.e. the secretariats form paragraph 1 of this Article cooperate with the secretariats of the international parliamentary assemblies, the respective staff of other parliaments, and that of the other international organizations and institutions.

VI. Transitional and Final Provisions

Article 31

With the entry into force of this Decision, the Decision for setting up the Parliamentary Group of the Assembly of the Republic of Macedonia to the Inter Parliamentary Union (Official Gazette of the Republic of Macedonia No. 5/94) and the Rules concerning the work of the Parliamentary work becomes null and void.

Article 31

This Decision enters into force on the day of its adoption, and it shall be published in the Official Gazette of the Republic of Macedonia.

Delegation of the Assembly of the Republic of Macedonia to the Parliamentary Assembly of the Council of Europe

The Delegation to the Parliamentary Assembly of the Council of Europe consists of: head of the Delegation, two members and three deputy-members of the Delegation. The credentials by the members and the deputy-members of the Delegation to the parliamentary Assembly of the Council of Europe shall be given by the President of the Assembly of the Republic of Macedonia, not less than one week before the opening of the Regular Annual Session of the Parliamentary Assembly of the Council of Europe.

Joint Parliamentary Committee EU - Republic of Macedonia

The Joint Parliamentary Committee EU-Republic of Macedonia has been established by a Resolution of the European Parliament on 10 March 2004, as well as by a Decision of the Assembly of the Republic of Macedonia of 7 December 2004 for Setting up a Delegation of the Assembly of the Republic of Macedonia to the Stabilization and Association Parliamentary Committee, on the basis of the Stabilization and Association Agreement of the Republic of Macedonia (Article 114 in particular). The Assembly of the Republic of Macedonia has a Co-Chair, two Vice-Chairs and fourteen members in the Committee. The establishment of the Joint Parliamentary Committee (JPC) is a result of the determination of our country for a fully-fledged membership in the EU, as well as through a parliamentary dialogue to contribute to the Euro-integration process and the fulfilment of European standards. JPC is forum where members of the Assembly of the Republic of Macedonia and the European Parliament can exchange experiences, opinions and positions that will strengthen their mutual partnership. The Committee, as a bilateral body that differentiates Republic of Macedonia from other countries in the so called Western Balkans, is an official and efficient strengthening and upgrade of relations and the cooperation, at a higher level, of the Assembly of the Republic of Macedonia and the European Parliament. The basic goal of the JPC is to consider all aspects of relations between the Republic of Macedonia and the EU, and the implementation of the Stabilization and Association Agreement in particular. On a proposal of the Bureau of the Joint Parliamentary Committee, recommendations may be issued to the Assembly and the Government of the Republic of Macedonia, to the Council of the European Union and to the European Commission. JPC meets twice a year - once in the Assembly of the Republic of Macedonia and once in the European Parliament. The sessions of the Joint Parliamentary Committee end with adoption of a Final Statement, which in fact is a document containing the common position on some topical issues.
