The President of the Assembly of the Republic of Macedonia, Mr. Trajko Veljanoski envisaged Measures on the Events on 1 July 2010 
 
Pursuant to Article 43 paragraph (4) of the Law Assembly, the accomplished consultation with the Assembly and the Presidents of the Assembly of the Republic of Macedonia and the Coordinators of the parliamentary groups held on 6 and 8 July 2010, the review of the video recordings of the monitoring system in front and inside of the building of the Assembly Macedonia was done on the basis of the request of a group of MPs, as well as on the basis of aggregated information derived from the Interior Security of the Assembly regarding the events on July 1, 2010, I have decided to take the following measures:

1. Regarding the incident on 1 July 2010, I impose a measure - public indication to MPs in the Assembly of the Republic of Macedonia who participated in this event and to all other representatives of the Ministry of Internal Affairs who were associated with the event to respect the dignity and reputation of the Assembly.

2. In the same time, I request and appeal the personal integrity of the MPs as well as their integrity as citizens’ representatives to be unconditionally respected. Also the integrity of all other officials who work in the Assembly of the Republic of Macedonia and to other officials who have professional official activities connected with the Assembly of the Republic of Macedonia to be respected.

3. Precision of the Rules for internal order of the Assembly and the Guidelines for Implementation of Rules on Internal Order of the Assembly in particular:

a) The procedure and the written forms that need to be prepared for a smooth and coordinated maintenance of order in the building of the Assembly when the Assembly is held protests;

b) The procedure and necessary forms for receiving civilians by the coordinators of parliamentary groups and MPs from the ranks of remonstrate and the procedure for ensuring order in the building of the Assembly of the Republic of Macedonia during their stay in the building of the assembly;

c) The procedure and written forms for granting approval of the President of the Assembly  for access by authorized officials of the state administration in the  building of the Assembly during the  remonstrate in front of the Assembly; and in other cases provided for in Article 43 paragraph (2) of the Assembly, and associated with the above mentioned.

d) The procedure on providing information, by the Ministry of Internal Affairs, to the public regarding the events that happen in the building of the Assembly in direction of determination of procedure for prior information of the President of the Assembly.  

e) Delivery of specific information from the Ministry of Internal Affairs to the President of the Assembly on the need for heavy security in the building of the Assembly, and shortened procedures for emergency situations.

f) Creation of special features for Members of the Ministry of Internal Affairs who are summoned by the President of the Assembly for enhanced maintaining order in the building of the Assembly, in direction of optimal visibility and diversity of the features used in the identification of the Members of the internal security the Assembly.

g) Establishing a procedure and method of rapid communication between MPs and President of the Assembly for the indication of occurrence of inconsistence in the respect of the stipulated provisions from the Rules and Guidelines and their implementation

h) I oblige the Assembly Service, along with the relevant authorities of state administration to prepare a feasibility study for establishing the Service for Internal Security of the Assembly which will operate in the framework of the Assembly of the Republic of Macedonia and under its jurisdiction according to models, practices and experiences in developed democratic countries.

I) I oblige the Assembly Service to submit  draft text and comparative experience of making code on drafting ethic code for the MPs in the Assembly of the Republic of Macedonia 

j) If necessary, taking into account the undergoing process of enlargement and reconstruction of the building of the Assembly,    procedures and measures related to safety of movement in the building of the Assembly to be amended.

4. I call the coordinators of parliamentary groups in the Assembly to address the public and to promote values of dignity and integrity of the institution Assembly of the Republic, thus once again reaffirming the joint efforts for the Euro-Atlantic integration.

5.  In order to determine all the circumstances connected with the events of 1 July 2010 and to allow all parliamentary groups and MPs to articulate their opinion and assessment of events from 1 July 2010, there is a need for a consensus for establishing an Inquiry Committee upon the model of previously established Committees which were voted by consensus. (Such as the Inquiry Committee established in 2007).
